ABOUT TOLOSA PROPERTY GROUP
Before representing entitlement clients, I spent 20 years inside planning agencies reviewing development applications, coordinating interdepartmental review, facilitating pre-application meetings, preparing staff reports, and participating directly in hundreds of public hearings involving rezonings, planned developments, subdivisions, variances, and discretionary land use approvals. That experience provided direct visibility into how entitlement decisions are evaluated before projects reach public hearing — including the procedural, political, and practical issues that often shape approval outcomes. Tolosa Property Group was created to provide development teams with a focused, independent pre-hearing review informed by that experience inside the public approval process. Our work is intentionally narrow in scope: structured pre-hearing entitlement reviews designed to help development teams better understand approval exposure before going in front of decision makers. We do not provide generalized entitlement consulting or ongoing project management services.
